This means that, regardless of the privileges between Iran and the US, and the agreements that the parties will reach, Europe must still have the power to activate the mechanism of the trigger and have the power to activate it at any time. The Europeans explicitly pointed out that they must also contribute to this agreement, be "partner" and be present in the negotiations.
